In geo-strategic respect Russia is still being partially surrounded by nuclear weapons – the scale of this permanent treat takes the form of a half-moon circle ranging from the Korean Peninsula, over South-East Asia to the Middle East. Recently the Russian Lower House (Duma) ratified budgets for Nuclear and Radiation Protection until 2015. The temporary suspension of the CFE-treaty by Russia and the announcement made by President Vladimir Vladimirovich Putin that Russia might do the same with the START-treaty (which however can’t be taken seriously) are according to the analysis of secured information the result of the pressure exerted by influential parties within the Russian nuclear industry. These parties hope to diminish the Western supervision over the current atomic program of the national nuclear industry. A real danger for the international détente policy would occur when the Security Partnership with Russia wouldn’t receive any new impulses.

If the breach between Russia and the West in matters of security and nuclear weapons policy would further widen, this could have consequences for instance in the shape of an extensive modernisation of the Russian nuclear forces, but also on the level of energy, civil and military relations between Russia and the West. The current conversion and modernisation of the Russian armed forces and especially the nuclear arm of the Russian Navy are being balanced against mineral resources in the Arctic Ocean and the Pacific Ocean, which however still haven’t been brought to development.

The elections in Georgia and Kazakhstan keep Russia awake

With regard to the forthcoming elections in Georgia and Kazakhstan, the Russian President relies for information on his military intelligence service (GRU), which three years after the developments in Georgia (the Rose Revolution) and in the Ukraine (the Orange Revolution) received a knew building complex. None of the other Russian intelligence services maintains such close contacts to the military and political cadres of the states that belonged to the former Soviet Union and that have been part of former Military Districts of the Red Army.

Russia is openly supporting initiatives regarding the formation of regional power blocks by aspiring energy nations such as Venezuela, Iran and Algeria, which are contrary to the interests of the leading industrial nations. Les acteurs et les groupes d’intérèt au sein du Conseil de sécurité de la Fédération de Russie


 

I. Mise en place de structures élancées

Les conclusions du Pentagone américain sur le Conseil de sécurité [SR] de la Fédération de Russie sont que le statut et la stature de cet organe au sein de l'administration présidentielle russe ont éte élargis.

II. Le Premier ministre dirige

Le Conseil de la sécurité nationale, avec son domaine de recherche hautement qualifié, dont le cercle se referme sur ROSTECHNOLOGIJ, exerce le plein contrôle sur la diversification du «Complexe industrie militaire (MIK)» et non pas, par exemple, le Ministère de la Défense.

III. Le Groupe MIK au Comité scientifique consultatif du Conseil de la sécurité nationale

Des capacités soviétiques ayant des références internationales mènent avec succès des projets clé pour l’avenir. Les représentants au sein du Conseil de la sécurité nationale y défendent les intérêts de leurs entreprises.

IV.Le Groupe FSB au Comité scientifique consultatif du Conseil de la sécurité nationale

Un institut de recherche du FSB sous le nom Quant rassemble les toutes dernières connaissances. Ses experts coopèrent étroitement avec des ressources externes.

5.  Gazprom « à feu doux » dans le Conseil de sécurité

Alexander Miroslawowitsch Karasewitsch, Directeur Général de Gazprom PROMGAZ depuis 2008, est membre du Conseil de sécurité auprès du Président de la Fédération de Russie. Ceci en raison notamment des relations entre Gazprom et son entreprise avec des partenaires européens de l'Ouest [y compris Wintershall et E. ON Ruhrgas] pour la modernisation de la compagnie de gaz.
